Telecommunications TRAI open to changes in unified licence guidelines Thomas K. Thomas
New Delhi , Aug. 5
THE Telecom Regulatory Authority of India, in an unprecedented move, will allow the industry to suggest changes in the guidelines for unified licence regime after it has been announced. The regulator will issue `draft' guidelines on the proposed regime by the end of this week and will be open to a review before finalising it. Mr Pradip Baijal, Chairman, TRAI, told Business Line, "This will be the first time that TRAI allows stakeholders to suggest changes in policy guidelines after it has been announced. This is a landmark policy and it will change the entire industry. Therefore it would be right to allow everyone to express their concerns on the proposed guidelines." The move assumes significance in the light of objections raised by large telecom players on allowing cellular and fixed-line operators to offer long-distance services without any rollout obligations. Bharti and Reliance had jointly written a letter to the regulator that the long-distance operators would be at a disadvantage if cellular operators are allowed to carry calls within their own network.
