Stress on Web-based tax collection

TAX collection is becoming increasingly Web-based, with more stress on use of information technology for monitoring rather than physical control, Dr T.V. Sairam, Chief Commissioner of Central Excise and Customs, Visakhapatnam zone, has said.
He was delivering the keynote address at a one-day seminar on Central Excise and Customs organised by the Tax Law Research Group here on Sunday.
He said, "there is more of cyberocracy than bureaucracy'' and, therefore, there were fewer hassles than in the past. He said training programmes were being conducted periodically for the staff in the zone to make the tax collection process as painless as possible for the assessees. He welcomed the proposal to introduce VAT, hailing it as a modern, rational method of tax collection accepted the world over.
Mr S.C. Chaudhury, Commissioner of Customs, said the lawyers representing the assessees should not seek too many adjournments to make the process smoother. Mr Ram Prakash, Commissioner of Excise, said the officials as well as the assessees should not get bogged down in legal tangles, if the tax administration system were to function efficiently.
Prof. Y. Satyanarayana, Head of the Department of Law, Andhra University, said the rates of tax should be specific. At the same time, there should be some room for discretion in the interpretation for officials to get over certain practical difficulties.
Mr Prabhakara Sastry, convener of the forum and a tax consultant, said the Vizag zone was functioning efficiently and the assessees were not facing any major difficulties.
