Co-operatives AP govt's move to amend co-ops Act draws flak Our Bureau
Hyderabad , Aug. 20 THE State Government's proposed move to amend the Andhra Pradesh Mutually Aided Cooperatives Act (MACS Act) has been opposed by the Lok Satta. Dr Jayaprakash Narayan, National Co-ordinator of Lok Satta, in a letter to the Chief Minister, said many from the civil society were personally involved in enacting this legislation, which for the first time freed the co-operative sector from Government control and enabled them to function as a democratic, autonomous, member-managed and member-centred institution. Eight other States (Jammu & Kashmir, Uttaranchal, Bihar, Jharkand, Madhya Pradesh, Chattisgarh, Orissa and Karnataka) have adopted liberal co-operative legislation similar to that of Andhra Pradesh. The Andhra Pradesh Legislative Assembly had in 1995 enacted the MACS Actgiving a big boost to the cooperative sector. The United Progressive Alliance Government has categorically stated in the National Common Minimum Programme (NCMP) its intention to bring in a constitutional amendment to "ensure democratic, autonomous and professional functioning of co-operatives to ensure that the basic principles of cooperation are protected and preserved within State laws". Given the commitment of the Congress party and the UPA Government any effort to dilute the autonomy of co-operatives in Andhra Pradesh will be a patently regressive step. In this context, we fervently urge you to ensure that the autonomous working of the co-operatives under the MACS Act is preserved and they are kept free of political and bureaucratic control.
