Economy Haryana announces sops to woo industrialists Rajesh Ahuja
Chandigarh , Aug. 22 THE Haryana Chief Minister, Mr Om Prakash Chautala, has announced several concessions to woo the industrial sector. These include exemption from re-payment of internal development charges, introduction of composite application form on the pattern of other States, decentralisation of powers for sanctioning building plans and reduction in transfer fee by 50 per cent. The Chief Minister, who was addressing a meeting of entrepreneurs and traders under the second phase of `Sarkar Udyogpatiyon Ke Dwar' (Government at the doors of industrialists) programme at Kundli in Sonipat district, said that interest at a rate of 11 per cent would be charged on the loan given earlier by the Haryana State Industrial Development Corporation. Mr Chautala said that the Government would also consider bifurcation of industrial plots and added that the decision regarding charging fee for extension of load was under consideration. He also announced to allot plots to all Associations of Kundli. Mr Chautala claimed that his regime had taken steps to create a congenial atmosphere for the development of industry and about 208 large and medium and 5,000 small scale industrial units, catalysing an investment of Rs 12,000 crore, had been set up during the last four-and-a-half years. These units were providing employment opportunities to two lakh people. He said that the traders too had been given several incentives. Sales tax was reduced on 23 items and this had resulted in increase in revenue receipts and benefited both the traders and the public. Referring to Value Added Tax (VAT), he said that the Congress leaders had launched a disinformation campaign when his regime had introduced this system. He said that with the decision of the Congress-led Central Government to introduce VAT from April 1 next, the Congress leaders of Haryana had been exposed for adopting a dual policy. The Congress had won the Lok Sabha elections in Haryana by opposing the introduction of VAT.
