NGO decries AP Govt move to control MACS co-ops

LOK Satta, an NGO, has asked the Andhra Pradesh Government not to infringe on the autonomy of co-operative bodies set up under the Mutually-Aided Co-operative Societies Act.

Speaking to newspersons on Wednesday, Dr Jayaprakash Narayan, National Co-ordinator, said that the proposed move to bring such co-operatives operatives under Government control was unconstitutional.

He added that Lok Satta would mobilise public support to force the Government to withdraw the move.

There are 13,000 co-operatives that come under MACS Act (1995). Of these, 3,500 are in the segment and another 3,500 are in thrift and credit societies. Mr Narayan said that whenever the Government intervened in the management of co-operatives, it led to losses, collapse and failure.

The plight of credit co-operatives in the State, huge losses suffered by sugar co-operatives, the collapse of marketing co-operatives and failure of Government-controlled dairy co-operatives were good examples of what Government's intervention could do to co-operatives.

"The right to form and run co-operatives is ensured under Article 19 (1) (C) of the Constitution. Any law that curtails this fundamental right will be violating the Constitution."

The Government's motive seemed to look into the complaints made against some of the MACS co-operatives. "The present Act gives sufficient scope to punish erring co-operatives," he said.

Mr Narayan also said that the 1995 Act showed an example to eight other States to formulate a similar Act.

Lok Satta wrote to Dr Y.S. Rajasekhara Reddy, the Chief Minister, last month, asking him to let the MACS co-operatives work autonomously.
