Lakhinder Singh is DG (Specific Safeguards)

THE Central Government has appointed Mr Lakhinder Singh, Director-General (Safeguards), as Director-General (Specific Safeguards).

Consequent to his appointment as Director-General (Specific Safeguard), Mr Singh would now have the powers to investigate the existence of "market disruption" or "threat of market disruption" to the domestic industry on account of increased import of an article into India.

Mr Singh's appointment comes under the Customs Tariff (Transitional Product Specific Safeguard Duty) Rules, 2002. The Centre had in June 2002, through these rules, put in place a comprehensive framework for imposing transitional product-specific safeguard duty on imports from China.

Besides identifying the article liable for safeguard duty, the Director-General (Specific Safeguards) has also been given the responsibility of recommending the amount of duty that, if levied, would be adequate to remove the "market disruption" or "threat of market disruption".
