Roadways Industry & Economy - Excise and Customs Customs' checks to plug revenue leakage Our Kolkata Bureau
After examination and issue of `Let Export' orders, exporters and Customs House Agents (CHAs) are now required to place the export trucks before Customs officers posted at a second tally centre near zero point before entering Bangladesh. This is to tally the registration number plate of the vehicle with the registration number mentioned on the reverse of all copies of Bills of Export. And a cross border certificate is to be obtained on all copies of the Bill of Export from the officers posted at the second tally centre of Customs. Additionally, Clearing Forwarding Agents of exporter-importer and authorised representatives are now required to display identity cards prominently (on their chest or outside the chest pocket) and submit a letter authorising them to carry out all formalities on behalf of exporter-importer, as laid down in Section 147 of Customs Act, 1962. Exporters, now facing additional delays owing to the new checking rules, admit that revenue leakages should be stopped at all cost, but feel that such delays would further add to transaction costs. The question is: If export flow itself is hampered, how is it going to help revenue?
