Gujarat bags award for quake relief measures

THE Gujarat Government's earthquake resettlement and rehabilitation effort has been recognised by a Commonwealth entity as the most innovative `governance initiative' in 2003-04.

The Commonwealth Association for Public Administration and Management (CAPAM) gave a gold medal for innovative governance, in recognition of the rehabilitation work carried out by the Gujarat Government in the wake of the January 26, 2001, Bhuj earthquake.

Gujarat pipped 157 other entries to bag the prestigious award that was announced at the CAPAM meeting in Singapore on Wednesday, the Gujarat Chief Minister, Mr Narendra Modi, told reporters here.

"The award for 2003-04 has been given to Gujarat for innovation in public administration, especially in recognition for the emergency reconstruction programme launched after the quake. I think it is a unique recognition for the country and for the people of the State," Mr Modi said.

Gujarat State Disaster Management Authority was short-listed as one of the 14 finalists that included entries from South Africa, Singapore, Canada, New Zealand and Malta.

The State Government made a 50-minute presentation on the governance initiatives in the State, which were adjudged as the best effort by a government agency.

"We have got queries from different countries, including Afghanistan and Iran seeking details of our disaster management effort. Our model is unique as it involves public participation unlike certain other programmes where the actual victims have little say in the rebuilding effort," Mr Modi said.
