Tax on agri income

This refers to the article "Agriculture is no holy cow" (Business Line, December 11). It is a sad fact that non-agriculturalists use the income from agriculture as a tax shield. The Kelkar Committee on tax reforms reported that such tax-evasion results in leakage of revenue of Rs 1, 000 crore annually.

The Committee recommended that States should authorise the Centre under Article 252 of the Constitution to impose tax on agricultural income. They could do so by amending the definition of the phrase "agricultural income" in the IT Act. It is time the Centre took action and brought the agricultural income of affluent farmers into taxation.
