PURA for development

Recently, the President Dr Abdul Kalam stressed the need for 7,000 "PURA complexes" for sustainable development of the country. Each PURA — Providing Urban Amenities in Rural Areas — would cost anything between Rs 100 crore and Rs 200 crore depending on the region. But how can one mobilise such a vast amount of money? The second point is: will providing Urban Amenities in Rural Areas alleviate the sufferings of the people living below the poverty line? Even if we could somehow mobilise the funds, most of it might only end up making the rich richer.

Another question is: what about the miserable conditions in which the urban poor live despite all amenities available in cities?
