ESTABLISHMENT of an operational secretariat for E-9 countries, preparation of online resource materials for capacity building and keeping in place a mechanism for documentation and dissemination of best practices were among the several proposals made at the three-day international seminar on Education for All (EFA) held here from January 6.

The E-9 countries are Bangladesh, Brazil, Egypt, India, Indonesia, Mexico, Nigeria, Pakistan and China. The seminar, which concluded on Saturday, was organised by the United Nations Educational, Scientific and Cultural Organisation (UNESCO) in collaboration with the National Institute for Educational Planning and Administration, the Union Ministry of Human Resource Development and the Administrative Staff College of India.

According to the Director of UNESCO's Division of Educational Policies and Strategies, Dr Mir Asghar Husain, representatives of the E-9 countries and also from Mozambique, also proposed formulation of a comprehensive approach to addressing the gaps in EFA implementation.

Addressing the valedictory session of the seminar, the Andhra Pradesh Chief Secretary, Dr Mohan Kanda, said that four factors - design, implementation, monitoring and evaluation, should be kept in mind before agreeing upon any future strategies for EFA implementation.
