Tourism Kerala orders revamp of district tourism councils Our Bureau
Thiruvananthapuram , Jan. 11 THE State Government has issued orders for the reconstitution and reorganisation of the District Tourism Promotion Councils (DTPCs) set up in all districts of Kerala. According to the Government Order, DTPCs are being restructured based on the recommendations of a committee formed to study their functioning and suggest measures on their role in the changing tourism scenario. The reconstituted DTPCs will function as the nodal agency under the State's Department of Tourism to monitor the implementation of various tourism projects in each district. Besides funds provided by the Tourism Department, the DTPCs are also expected to mobilise resources from other sources such as the MPs Fund, plan allocation by Panchayat Raj Institutions and so on, and use the resources so mobilised for destination development activities. A governing body and an executive committee will be set up in each district to guide the functioning of the DTPCs. The executive committee will be fully responsible for the formulation and finalisation of projects/ programmes of the DTPC as per instructions issued by the Government. Each DTPC will have a Secretary who will function as the Chief Executive Officer of the DTPC. As part of the restructuring process, the earlier practice of appointing a Government officer on deputation as the Secretary of the DTPC will be discontinued. Instead, the committee recommends that the Secretary be appointed on a contract basis for a period between three and five years. A detailed procedure for appointing a DTPC Secretary has also been outlined in the committee's report. Appointment of staff to the DTPCs will be done only after assessing the actual requirements and availability of revenue, says the report.
