FIEO expresses apprehension on VAT proposals

THE Federation of Indian Export Organisations (FIEO) has strongly opposed the treatment suggested for exports in the white paper on value-added tax (VAT) that was released on Monday.

In a statement, the Regional Chairman of FIEO (Northern Region), Dr R.K. Dhawan, said most of the States "hardly have the funds" to grant refunds within a period of three months.

The statement held that the "procedures for such refunds would be cumbersome, time taking and shall necessarily result in delays."

Mr Dhawan highlighted that exporters in Haryana, which had implemented VAT more than a year ago, are "still struggling to get refund of the input taxes paid on goods used in exports."

The costs incurred for getting refunds from the Government, Dr Dhawan said, is one of the important components of the transactions cost for an exporter. He held that the transaction costs for exporters would increase further if they are to asked to pay taxes and then avail themselves of refund within three months.
