Lateral thinking on Budget 2005

It is heartening to note that the Finance Minister, Mr P. Chidambaram, is consulting a number of people before framing the 2005 Budget proposals. He has to walk the tight rope taking into account conflicting interests.

One suggestion for future Budget presentations — a sort of lateral thinking — may be considered. Already there is a separate Railway Budget in addition to the General Budget. It may be worthwhile having similar break-up Budgets of other important Ministries.

To start with, there can be a separate Defence Budget presented by the Minister concerned.

Similarly there can be separate Budgets for Telecom, Post and Telegraphs, and so on.

This approach may be worth a try as surely it will not be any worse than combining all Department revenues and expenses in a single Budget.
