Rs 11,000-cr Plan outlay for Gujarat

New Delhi , Feb. 10

THE annual Plan of Gujarat for 2005-06 has been fixed at Rs 11,000 crore at a meeting between the Planning Commission Deputy Chairman, Dr Montek Singh Ahluwalia, and the Chief Minister, Mr Narendra Modi, here today.

While appreciating the efforts of the State to improve enrolment of girl children, encourage private sector participation in the power sector and optimise water use through putting in place water regulatory authority and drip irrigation, Dr Ahluwalia urged the State to address the problem of regional disparities and encourage self-help groups.

The Plan panel also pointed out the need to create employment opportunities to educated youth in the State and the education system must be skill-oriented with proper linkages to industrial establishments dotting the premier industrial State.

The presentation by the Plan panel highlighted the fiscal stress of the State with outstanding liabilities at Rs 53,071 crore at 2003-04 (revised).

Salary, pension and interest payout take over 91 per cent of the total revenue receipts.

Briefing the Commission, Mr Modi said that through prudent financial management the State has struck a balance of managing fiscal deficit without affecting overall development plans.

He said in the next fiscal high priority would go to social services followed by irrigation and flood control, energy, transport, agriculture and rural development.

He said concerted efforts were being made to improve roads, public transport, water supply, sewerage system and on improving the quality of life for the urban poor.
