Garment exporters want duty drawback rates restored

THE $6-billion domestic garment export industry, employing more than 4.60 million workers, has appealed to the Finance Minister, Mr P. Chidambaram, to restore the all-industry duty drawback rates to the industry prevalent prior to January 19.
In a communication to the Finance Minister here today, the Apparel Export Promotion Council (AEPC) Chairman, Mr A. Sakthivel, said these drawback rates were prescribed on average free-on-board (f.o.b.) value basis for different products.
Stating that the entire garment export industry was losing heavily on export commitments which were calculated on the basis of the earlier duty drawback schedule, Mr Sakthivel said that competitors such as China and Bangladesh have adopted a liberal refund of value added tax which is around 14 per cent to 14.5 per cent of f.o.b. value of exports. He said India was gradually losing its competitiveness to Bangladesh, Sri Lanka and Pakistan due to preferential duty treatment accorded by the European Union.
