Central system to trace flow of healthcare funds

THE Centre is establishing a National Health Accounts system to trace the flow of funds from various sources and the agencies to which the funds are being disbursed across various healthcare activities.
Delivering the keynote address at the inaugural of the two-day regional workshop on `Health sector reforms in India: Experiences of select States', Mr S.Y. Quraishi, Director-General of NACO (National AIDS Control Organisation), said while a clear record of the major health reform achievements may not have been formed as yet, the health systems are in dire conditions and growing worse.
The workshop is being jointly organised by the Government of India, Andhra Pradesh, the World Health Organisation and the Administrative College of India.
"The old models are clearly not working. The increasing demands on the existing health systems, the complexities within which health systems are functioning makes it imperative for us to respond to these challenges and evolve alternatives," said Mr Quraishi.
Stressing on the participation of private agencies and non-governmental organisations in national health campaigns, he said the second phase of the National AIDS Control Programme called for interventions through NGOs, community-based organisations and the public sector.
Mr Quraishi said NACO had prepared detailed guidelines for selection, capacity building, funding and monitoring of NGOs.
The Revised National Tuberculosis Control Programme too attempts to involve NGOs and private medical practitioners. Currently, 550 NGOs and 200 private practitioners are involved in the programme.
Attempts are underway to involve other sectors through the formation of taskforces at the national and zonal levels. Medical colleges too are to be involved.
