Human Resources `Bring public servants under contract system' Our Bureau
Mangalore , Feb. 18 THE former Chief Vigilance Commissioner, Mr N. Vittal, has stressed the need to modify Article 311 of the Constitution to bring public servants under a contract system. Inaugurating the second national convention of Indian Liberal Group here on Friday, he said, "We need a system by which the present extreme protection given to the public servants is removed. Article 311 needs to be drastically modified so that entire set of public servants can be brought under a contract system." He said that there could be rolling contracts so that the public servant is continuously aware of the fact that, if he does not perform well and discharge his duties, his services can be terminated. Terminating the contract is much easier than operating in the present system where a lifetime employment is assured at the time of joining the service, Mr Vittal said. There is no point in having laws or codes of conducts, if they cannot be enforced, he added. Speaking on `Accountability in governance', the Honorary Director of the Institute of Advance Legal Studies, Pune, Prof S.P. Sathe, said that accountability is a moral concept and those who govern have to constantly show that they act in the interest of the people. They should perform the task assigned to them by the Constitution and law. No Government can function merely by coercion, he said. Prof Sathe said that electorate's dependence on populist politics should brought down, and they need to be educated in this regard. For this, electorate should have information about the candidate contesting the elections, he added. Mr G. Giridhar Prabhu, National Secretary of Indian Liberal Group, was present on the occasion.
