DoT wing finds Hutch, BPL violating numbering plan

THE Vigilance Wing of the Department of Telecom has recommended action against BPL and Hutch for violating the national numbering plan. The two companies were found to be using the prefix '99,' which has been allotted to Airtel in the Andhra Pradesh and Mumbai circles.

Both Hutch and BPL have said that they have discontinued using the `99' digits as the prefix. They said that the phone numbers starting with 99 could have been used for PBX because till recently the digits were free to use, which inadvertently, continued even after it was allotted to Bharti Cellular. BPL has also said that there was no loss of revenue for any operators as a result of the use of the level 99.

However, the report from DoT's vigilance wing said that as per the licence conditions operators were permitted to use series of number, which have been allocated to them. The level `99' was allocated to Bharti on an exclusive basis. "The two companies have violated the licence condition by using non-allocated series of numbers. However, it may not result in any revenue implication. But this is a serious security and monitoring hazard," the vigilance wing said.
