Rail Budget

This refers to "Lalu remains soft on rail users" (Business Line, February 27). Perhaps, he has done the right thing to meet the competition from roadways in lower class of passenger travel and freight transport. In the higher class, he has to meet the challenges from air travel. Good tariff recast and reclassification of 4,000 commodity groups into 80 was a welcome move.

To promote the pro-poor image, he has made many concessions to the students, the farmer and LPG-kerosene freight. The Rs 24,000-crore modernisation plan depends on implementation. But more need to be done on maintenance, wagon availability, safety, amenities, further reduction in operation ratio and improving efficiency.
