Letters Budget proposals
It is regrettable that no money has specifically been allocated for family planning and pollution control in the Union Budget for 2005-2006. All other allocations in various sectors will be futile unless growth of population is effectively checked. The proposal to tax cash withdrawals of Rs 10, 000 and above on any single day will be ineffective. Those who want to withdraw Rs 10,000 will withdraw cash less by one-rupee and those who need more money may start multiple bank accounts to evade taxation. The Finance Minister should drop this tax proposal. V. Sundaralingam Vellore *** The budget for 2005-06 has been prepared with the basic understanding that `growth without development' is futile. Allocation of Rs 2, 50,000 crore for social programmes in 2005-2006 will certainly add a `human face' to the economic reforms of the NDA government. Increase in the health allocation to Rs 10,280 crore and education allocation to Rs 18, 337 crore are also welcome. The Finance Minister has further promised to lay emphasis on job-creation. The only snag seems to be the budgetary proposal to tax indiscriminately all cash-withdrawals above Rs 10, 000 on a single day. C.
