Tax expenditure

There are a couple of issues with regard to the proposals made in the budget.

For one, National highways are used mostly by commercial trucks and to some extent by tourists. Levying a surcharge of 50p on all petrol and diesel users is not fair.

On the other hand, charging a 0.1 per cent tax on all cash withdrawals exceeding Rs 10,000 is a good measure to curb black money. Expenditure should also be taxed. It is well known that the salaried class bears most of the tax burden while other professions whose earning capacity is much more are not taxed or taxed marginally. Taxing expenditure will, to an extent, spread the tax burden evenly.
