AP policy on IT targets 3 lakh jobs by 2010

THE Andhra Pradesh Information and Communication Technology (ICT) Policy for 2005-2010 seeks to create infrastructure that would enable creation of about 3 lakh jobs in the technology sector directly by 2010. It is estimated that about 80,000 people are employed directly in the ICT sector in the State.

As per the ICT policy statement tabled in the Legislative Assembly on Wednesday and approved by the State Cabinet recently, the Andhra Pradesh Government has planned a series of initiatives that would support the realisation of this major initiative of additional job creation, that seeks to aspire to capture about Rs 69,000 crore in software exports by 2010.

Citing a report of KPMG-Nasscom combine, the State believes that for every job thus created, about four new jobs are created through indirect employment in either the same sector or related spheres.

The State Government has announced its strategy to create a Knowledge Corridor that would come up in an 80 sq. km area covering about 20,000 acres. This would be supplemented by IT corridors in Hyderabad outer ring road, Vijayawada from Ibrahimpatnam to Kankipadu and Visakhapatnam between Anakapalli and Anandapuram.

The State Cabinet, which cleared the ICT policy last week, has also made provisions to exempt the provisions of the ULC Act (urban land ceiling) for private land owners to develop IT parks where about 25 acres and above are covered on the periphery of the city and five acres and above in core city limits on payment of some specific fees.

This is complemented by 100 per cent reimbursement of stamp duty. The State Government apart from providing for some incentives tailored to suit the small and medium-sized enterprises that includes 25 per cent power rebate, 50 per cent rebate on international exhibition participation and preferential land allotment, also plans to create a separate IT infrastructure fund.

Citing human resource development as a major challenge for the ICT sector, the State Government plans to extend special incentives towards training incentive and this will be with an upper cap where about 200 candidates are supported.

Over a score of Jawahar Knowledge Centres for grooming engineering students and making them industry ready will complement this.

While laying thrust on e-governance projects to make life comfortable for people, the State Government plans to launch mobile communication for delivery of e-government applications. This will begin with some citizen services offered through e-Seva centres.
