Rly Ministry moves Cabinet to spike setting up of tariff regulator

WHILE the Government has decided to set up Rail Traffic Regulatory Authority that will fix rail tariffs, the Railway Ministry has approached the Cabinet for reconsidering its decision.

In a written reply to Rajya Sabha, the Minister of State for Railways Mr R. Velu, said: "The Government decided to set up Rail Tariff Regulatory Authority to fix rail tariffs. However, Ministry of Railways is of the view that Rail Tariff Regulatory Authority is not required and has approached the Cabinet for reconsideration of its decision".

Replying to a question on safety measures, Mr Velu said out of the 278 recommendations made by the Railway Safety Review Committee (Khanna Committee) in both the parts of their report, 240 had been accepted fully or part partially by the Ministry of Railways.

Of these, 136 recommendations have been implemented till February 28, 2005 and rest of them are under various stages of implementation.

All the accepted recommendations of the Committee "could not be implemented till now since a large number of these recommendations are long-lead recommendations, implementation of which involved policy decision, development and introduction of new technologies on Indian Railways, availability of funds," he stated.

Additionally, Mr Velu also informed the Ministry has spent about Rs 68.34 lakh on Kulhars (earthen container) from June to November 2004.
