Service charge for all withdrawals

When the Telephone department, EPFO and other departments collect service charges from all the subscribers, why should not banks be allowed to collect a minimum service charge of Re 1 for all withdrawals irrespective of the amount drawn? This will ensure that there are no loop holes to evade taxation and that no one person in particular feels the pinch of it.
