Significance of FRBM Act

Wagner's hypothesis that public expenditure will increase with increase in GDP indicates two things: the ability of the rising GDP to absorb increased expenditure and more priority sector expenditure that would ensure its quality and quantity.

At this juncture, the FRBM Act holds special consideration because the expenditure-GDP ratio is to be increased, but deficit is to be brought down, if not wiped out.

And this must be accomplished amidst lowering of tax rates spatially, and a consequent reduction in tax revenue.
