STEP for mainstreaming of tribal communities

THE Sustainable Tribal Empowerment Project (STEP), supported by the European Union, has proposed mainstreaming of tribal communities and their access to service providers.
"This is critical to ensure matching of basic community needs with development services," according to a review of the project.
STEP is aimed at improving the quality of life of the poorest and most disadvantaged members of tribal areas in north coastal Andhra Pradesh.
The project is being implemented by CARE India through 29 NGOs and the Integrated Tribal Development Agency (ITDA) of the State Government.
The project targeted 2.35 lakh households in 42 mandals in Srikakulam, Vizianagaram, Visakhapatnam and East Godavari districts.
Of the total budget of 21.21 million euros during 1999-2004, the European Commission (EC) contributed 1.3 million euros and the State Government 3.3 million euros, according to an EC newsletter.
STEP focuses on five key result areas (KRAs) - community self-management, capacity building for service providers, community initiated micro projects, micro finance and stakeholder co-ordination.
