`Chawl residents rehab must for Mumbai mill land developers'

TEXTILE mill owners wanting to develop their prime lands in the city could find Commencement Certificates hard to come by, if they have not undertaken rehabilitation for workers staying in chawls on the land.
Mr Rajesh Tope, Minister of State for Urban Development, made a statement to this effect in the Upper House of the State Legislature on Thursday during Question Hour, when Opposition benches raised the issue.
There are 54 mills in the city, of which 23 have sought permission to develop land but only 10 have chawls on it; 1,196 families are still staying in these chawls.
Mr Tope said even if the necessary development permission has been granted to mill developers, no construction activity has begun, as developers are not happy with the stringent rule laid with respect to rehabilitation of the chawl residents.
The Government is planning to modify the building rules to offer extra floor space index to mill developers to encourage them to comply with rehabilitation norms. However, such a move could be reconsidered if Members opposed it, the Minister said.
