Mumbai , April 16 ANDHRA Pradesh, Gujarat and Delhi have topped the performance ratings on power sector reforms carried out by rating agencies ICRA and CRISIL, on behalf of the Ministry of Power. This is the third consecutive year that States have been rated on their track record for implementing reforms. Ratings were based on various parameters including steps taken by the State Government in implementing anti-theft legislations, timeliness and implementation of tariff-orders issued by regulatory commissions. Points have been given for metering, energy audits, cutting down transmission & distribution losses, debt servicing and capacity additions, etc. "The ratings have helped the Union Government align grants with performance of the States. For instance, States which reduced their losses were awarded under the APDRP scheme," said the Union Minister for Power, Mr P.M. Sayeed, after releasing the report here. While Karnataka, Tamil Nadu, Goa, Himachal Pradesh, West Bengal, Uttar Pradesh and Chhattisgarh were among the first ten States, Bihar, Jharkhand and the northeastern States were at the bottom of the pile.
