Concor to be exempted from wagon registration fee

IN partial modification of its earlier announcement on the wagon registration fee (WRF), the Railway Board has decided to exempt the Container Corporation of India from payment of the fee.

The modified rule, issued by the Railway Board in consultation with the finance and traffic transportation directorates of the Ministry of Railways, will come into force from May 15, according to sources.

On January 31, the Railways announced revision of WRF after a thorough review. The previous notification on it was made in April 1999. Accordingly, WRF for all types of wagons on all gauges, broad, metre and narrow was set at Rs 1,500 per wagon and that for rakes on broad and metre gauges at Rs 50,000 per rake.

It was decided that WRF for a rake on narrow gauge would be calculated on the basis of the number of wagons in the rake multiplied by Rs 1,500.

Most importantly, the Railways withdrew the facility of exemption granted earlier to premium customers such as steel and coal companies from payment of WRF. "WRF will apply to all consignees without exception," it was made clear.

Subsequently, in a circular in March, the Rail Board permitted PSUs, corporate and private sidings having regular transaction with the Railways to pay a lump-sum deposit as WRF in lieu of making payment every time an indent is made.

It was decided that the deposit payable would be fixed equivalent to three days' average loading based on peak month's figures in the previous 12 months.

The maximum number of indents pending at any given time for a customer should also be limited to the number of rakes equivalent to three days' loading for which the lump-sum deposit had been paid by the customer.
