`Laggard States must focus on performance'

THE Deputy Chairman of the Planning Commission, Mr Montek Singh Ahluwalia, has called for creating a heightened sense of awareness of the economic and social performance of different States in the country to set off a demand-led growth inducement pressure on low performing States.
Addressing an interactive meeting organised by the Federation of Indian Chambers of Commerce and Industry (FICCI) after the release of the `India Infrastructure Database 2005', he said the solution lies in making the laggard States realise that there was no other way to develop, but to concentrate on beefing up economic performance.
Admitting that power availability was a key issue for the people, he said some States are beginning to attend to the problems bedevilling the power sector seriously and realise that there is no short cut to making the State electricity boards financially viable.
"The problem really lies at the distribution end of the spectrum" where power losses take a toll on the financial health of the boards, Mr Ahluwalia said, and added power trading was, at best, a short-term solution not a structural panacea.
The two-volume publication is co-authored by Dr Buddhadeb Ghosh, Associate Scientist, Economic Research Unit, Indian Statistical Institute, Kolkata and Mr Prabir De of RIS.
The data provided by `India Infrastructure Database 2005' would go a long way in making people aware of how States compared with one another in the development of physical infrastructure and also facilitate economic and financial decision-making.
