THE Information and Broadcasting (I&B) Ministry has decided to set up a committee comprising representatives of the Finance Ministry and the Planning Commission to look into the capital structure of Prasar Bharati.

The national broadcaster has been under financial pressure, and the committee is expected to suggest measures to retain financial independence and autonomy.

Speaking to newspersons after taking over as I&B Ministry Secretary, Mr S. K. Arora, said that the idea was to optimise revenue without compromising on the role of the public broadcaster.

Besides this, he said, the Ministry is finalising norms for uplinking and downlinking for channels. A Cabinet note on uplinking guidelines is being readied.

The Ministry is also working on a comprehensive Broadcast Bill wherein issues relating to content would be addressed.

On the ban on surrogate advertising by liquor and tobacco companies, Mr Arora said the Ministry has issued a blanket order prohibiting such ads. "We have received requests from Kingfisher and Wills to re-examine the issue," he added.

On FM radio privatisation, Mr Arora said that comments from all Ministries, except Law, have been received.
