Bill on global certification for engineers planned

THE Human Resource Development Ministry plans to bring in a Bill in the ensuing monsoon session of Parliament that would provide for an internationally acceptable certification for Indian engineers. The Bill will provide for phased certification for the upgradation of the skills acquired.

The Engineering Council of India (ECI) would do the certification. The ECI Director, Mr P.N. Shali, said that a sea change relating to the engineering profession is under way in the emerging WTO and General Agreement on Trade in Services (GATS) environment.

According to Mr Shali, the draft Engineers Bill has been prepared by the ECI for the consideration of the Government.

The Ministry of Human Resources Development is processing the draft, he said.

Standardisation of Indian professional certifications with international practices has assumed more importance with the opening up of the services sector where large numbers of Indian engineers are moving out and foreigners are also coming in, he said.
