Our Bureau

New Delhi , June 4

NEARLY six months after the killer tsunami struck the Indian coast, the Prime Minister, Dr Manmohan Singh, has presented a comprehensive report on the rehabilitation plan. And among the highlights is the Rs 9,870.25-crore reconstruction plan for the affected States and Union Territories of Tamil Nadu, Kerala, Andhra Pradesh, Pondicherry and the Andaman and Nicobar Islands.

A core group of the Planning Commission has recommended a financial outlay of Rs 4,084.79 crore for Tamil Nadu, Rs 1,470.46 crore for Kerala, Rs 138.11 crore for Andhra Pradesh, Rs 487.44 crore for Pondicherry, Rs 2,614.22 crore for the Andaman and Nicobar Islands and Rs 775.23 crore for the shipping sector.

Under the sector-wise financial outlays, 34 per cent of the total outlay (Rs 3,298.71 crore) would go for housing and internal infrastructure (water distribution, sewerage, roads, power distribution and village level water and sewerage), 15 per cent (Rs 1,519.42 crore) for livelihood which includes agriculture, fisheries and social welfare programmes. About 38 per cent (Rs 3,773.53 crore) would be utilised for medium and long-term reconstruction covering ports, jetties, roads and bridges, power and communication, tourism and social infrastructure and 9 per cent (Rs 828.59 crore) for environmental and coastal protection measures.

The funding would come through the Rajiv Gandhi rehabilitation package of Rs 1,607.01 crore, external multilateral agencies contributing Rs 3,610.35 crore, while the remaining Rs 4,652.89 crore is likely to be through the internal resources. The programme would be implemented over a three-year period ending March 31, 2008 and the implementing agencies would be the respective States and Union Territories and the Central Ministries and departments.

In the report, the Prime Minister has thanked the people for their support. "I have been overwhelmed by the generous response of our people to efforts to raise funds for tsunami relief and rehabilitation. The flow of contributions to the Prime Minister's National Relief Fund so far has been unprecedented.

These funds have helped in providing relief and succour to the victims of the disaster. Our Government is committed to rebuilding lives and livelihoods and offering a new ray of hope to the survivors of this disaster," he said.
