CPI(M) seeks relief for the project displaced in AP

ANDHRA Pradesh Rythu Sangham, affiliated to the CPM, is organising a State-level farmers' convention next week in Hyderabad to discuss the problems faced by farmers and displaced persons in view of several irrigation projects being taken up by the State Government.

Announcing this at a media conference here on Monday, the President of the Sangham, Mr B. Tulasidas, said the convention would adopt a resolution to recommend to the Government the steps to be taken to save the farmers and the displaced persons of the projects.

"We will discuss all the proposed projects under Jalayagnam, the relief and rehabilitation packages for the displaced persons and also the decision of the Government to close down the cooperative societies which is detrimental to the farmers' interests in the State,'' he said.

He accused the State Government of cheating the farmers. "It has decided to close down 2,200 cooperative societies, though it has promised Rs 3,300 crore loans to them. Regarding power supply to the agri sector, it promised nine hours' supply but is now saying that supply is possible only for seven hours. It is not proper to prune the cooperative sector. If the State Government goes back on its promises, the farmers will not keep quiet. The State Government is boasting that it's farmer-friendly but it has not translated the promise into action,'' he remarked.

He cited the example of G.O. No. 68 issued on April 8 according to which a notification should be issued for construction of a project.

Under the new policy, a Relief and Rehabilitation Commissioner and RR Administrator should be appointed. But this was not done in projects such as Thotapalli reservoir, Vamsadhara, Polavaram, Velugonda and Handri-Neeva.

``Though the Government is not willing to pay compensation to the displaced persons, it is doling out crores of rupees to contractors in the name of mobilisation advance,'' Mr Tulasidas alleged.

The district secretary of the Sangham, Mr A. Balakrishna, said the State Government had failed to keep its promise in paying compensation to the displaced persons of the Special Economic Zone here.
