New guidelines on horticulture compensation

THE Andhra Pradesh Government has decided to revise a 13-year-old Government Order (GO) that comprises guidelines on the payment of compensation to horticultural plants in the land required for taking up irrigation projects.

This decision has been taken keeping in mind the significant increase in value of several horticultural plants. "We have received appeals from farmers in this regard. As a result of the problem, the land acquisition process has been slowed down in some places," Mr Ponnala Lakshmaiah, Minister for Major Irrigation, said.

Moreover, a number of new plants, which were not included in the 1992 GO, have come into the horticultural picture since then. Addressing newspersons here on Wednesday, he said the new GO would take into consideration the realistic value of such plants.

To speed up the land acquisition process, the Government had named arelief and rehabilitation (RR) commission for the Thotapalli project. "Similar panels would be announced in a week for all the eight projects that would be completed in two years," he said.

For the remaining projects, RR panels would be formed within six weeks. Commenting on the process, the Minister said the Polavaram left canal project proved to be the most problematic. "About 4,000 farmers would lose all of their land. This leads to heartburn. Also, cost of land has gone up significantly," he said.

With regard to the resource crunch in some cases, he said officials had been asked to submit a report on financial requirements by the 15th of every month. "This will help us in getting necessary approvals from the Ministry of Finance by the 20th," he said.
