New Delhi , June 22 THE empowered Group of Ministers (e-GoM) on Wednesday cleared the transaction document on the basis of which the eight short-listed parties will submit their bids for the modernisation and restructuring of the Delhi and Mumbai airports. Briefing newspersons after the meeting, the Minister for Civil Aviation, Mr Praful Patel, said that the e-GoM took on board the views expressed by various Ministries before clearing the transaction document. The revised offer document will be examined by the Law Ministry before being sent to bidders, the Minister added. "The document will be made available to the bidders in the next two weeks. The bidders will be given another two weeks to put in their bids. We hope to announce the successful consortium for both the airports bid by mid-September," Mr Patel said. The Government will seek bids for the airports and the process of identifying the successful consortia for Delhi and Mumbai will go on side by side, the Minister said. Reliance, GMR and L&T are among the eight Indian companies that have formed a consortium to participate in the modernisation of the two metro airports. Confirming that real estate developers will be allowed to participate in the development of the two airports if they are part of the consortia, Mr Patel said that development guidelines would be spelt out. In the case of Delhi, the bidders will be allowed to use five per cent of the total area earmarked for the new airport for commercial development, while 70 per cent will be set aside for runway development and 10 per cent for the development of a green area. "We have to ensure that a clear balance is struck between the development of the airport and property development," a senior official said. Asked about encroachments at the Mumbai airport, the Minister said that the airport would be given "lock, stock and barrel to the bidder." The four-member e-GoM is headed by the Minister for Defence and includes the Ministers for Finance and Civil Aviation.
