Allocation of funds

In his address at the National Development Council Meeting, the Kerala Chief Minister, Mr Oommen Chandy, had observed that the State has been forced to pay for social progress.

His opposition to the idea of making underdevelopment the main criteria for enhanced fund allocation is due to a decision that denies funds to States that have registered some degree of social progress.

While financial support to underdeveloped States is a must, the Financial Commission's decision to reduce fund allocation to performing States would only stymie their further progress . Financial support for the development of one State should not be at the expense of another.
