Economy AP Govt evolves formula to achieve development goals Our Bureau
Hyderabad , July 17 THE Andhra Pradesh Government has decided to put in place a concrete plan of action involving ten-point formula aimed at ensuring that the benefits of the Government programmes reach the targeted sections within a specific timeframe. According to a press release, the Chief Minister, Dr Y.S. Rajasekhara Reddy, at a high-level review meeting with senior officials, emphasised that mere conceptualisation of schemes would not help and that the true benefits would accrue to the intended sections only when they were implemented at the ground level in a fool-proof manner. The plan of action would be given concrete shape at the forthcoming two-day conference of District Collections to begin on July 22. The conference would review in detail sanction of new ration cards, seasonal conditions and rainfall situation in different districts, women and child welfare programmes. The ten-point formula includes ensuring loans to farmers during the current agricultural season, supply of genuine seeds to farmers at subsidised rates, acquisition of lands for faster execution of irrigation projects, identification of lands and beneficiaries for the second round of land distribution to landless, ensuring regular supply of power to agricultural sector and launching works in municipalities under urban infrastructure project of World Bank. The formula also consists of completing the selection of beneficiaries under the Rajiv Gruha Kapla programme, faster identification of beneficiaries under the Rajiv Yuva Sakthi scheme, tying up with banks for financial assistance to urban women self-help groups at the subsidised interest rate of 25 paise, and review of the implementation of programmes meant for SC, ST, BC and minority welfare. According to the State press release, the Chief Minister would advise the district collectors to identify specific teams for implementation of each of the activities under ten-point formula so that accountability was ensured and lapses, if any, could be checked immediately. The district collectors would advised to review the activities under every programme on a weekly basis and report to the State headquarters on the progress achieved, the percentage of target already achieved and plan of action for achieving the balance target, the release said.
