Windmills' growth in TN due to textile update fund?

HAS the technology upgradation fund scheme (TUFS) route opened for the textile industry modernisation caused a spillover effect on the growth of windmill projects in Tamil Nadu?
It appears so, considering the fact that the number of new windmill units put up in the State had spurted during 2004-05 financial year. New windmills with an aggregate generation capacity of 670 MW were added during that year alone taking the total installed wind power capacity of the State to 2040 MW as on end-March 2005, according to Mr K. Kasthuri Rangaian, Vice-Chairman of the Indian Wind Power Association.
The concessional funding for windmills envisaged under the TUFS could have acted as one of the catalysts for the spiralling number of windmills in the State, Mr Kasthuri Rangaian said
Admitting that the present problem faced by the windmills in evacuating the power generated through the State electricity board's grid is partly due to the mismatch between the transmission line infrastructure and the number of windmills in operation, he felt that the main bottleneck lay in the line connectivity between generating sub-stations in wind farms and the distribution sub-stations that carried the energy load. The shortfall in creating the extra high tension lines is the main block affecting the wind energy evacuation, he added.
