`Govt will measure development outcomes of all major programmes'

THE Finance Minister, Mr P. Chidambaram, today said that a mechanism would be put in place to measure the development outcomes of all major programmes.
"At the end of the year, we should ask not how much has been spent, but what has been achieved," he said at a meeting of the Parliamentary Consultative Committee attached to the Finance Ministry.
Stating that outlays do not necessarily mean outcomes, the Finance Minister said that the pace of expenditure needed to be closely monitored to translate the outlays into outcomes.
He added that most developmental programmes had quantifiable outcomes.
Mr Chidambaram also underscored the need to improve the quality of implementation and enhance the efficiency as well as accountability of the delivery mechanism.
The Finance Minister said that in the first year the focus would be on the outcomes of plan schemes.
The expected outcomes for non-plan expenditure would also be similarly compiled from the next year.
The outcome budget could become a part of the regular budgetary process and may be required to be finalised within three months of the presentation of the Union Budget.
The Ministries would be called upon to present their preliminary outcome budgets while proposing their demand for grants to the Ministry of Finance, he added.
