Restructuring II phase of AP administrative reforms to begin on Oct 1 K.V. Kurmanath
Hyderabad , Aug. 19 THE second phase of reforming 12 key Government departments in the Andhra Pradesh Secretariat, will begin on October 1. The three-year phase would witness a major revamp with an SPIU (Strategy and Performance Innovation Unit) guiding the reform process in each of these departments. The 12 departments include General Administration, Finance, Revenue, Health, Agriculture and Industries and Commerce.Dr P.K. Mohanty, Director-General and Executive Director of the Centre for Good Governance (CGG), told Business Line that SPIUs would study important aspects of the departments and prepare a strategy for the future. "They will study the impact of various schemes implemented by the departments and get feedback," he said. The Government launched several schemes and initiated several policies but there was no proper mechanism to evaluate and get feedback, he said. The units would comprise a steering group that provides overall policy direction and other important officials in the departments. The D-G and ED of CGG too would be a member. One of the key components of the process would be advice on `change management' in departments by acting as `change management'. While the first phase, which would end on September 30, is being handled by the consulting agency KPMG, the upcoming phase would be guided by CGG that takes care of expenditure on consultancy services as far as the SPIUs are concerned. The SPIUs get the financial support from the Governance Reform Programme supported by the Department for International Development, the UK. The CGG would act as a project manager for the whole phase. The unit would assist the Secretary of the department in designing the overall Reform Action Plan (RAP) through strategic review, policy analysis and communication with experts and institutions. It would also handhold the department in translating RAP into separate projects within the stipulated milestones. "The idea is to make these departments much more people-centric and ensure transparent procedures," he said. One of the key objectives of the exercise would be accountability in terms of law, performance, and financial aspects. Achieving public accountability too was part of the agenda. While many of these departments have already formed SPIUs, others are in the process of establishing such units.
