Going corporate

It appears that the cabinet has approved corporatisation of Government Mints, Security Press and the like, which are run as departmental undertakings under the Ministry of Finance. It is as yet unclear, how this improves anything. Perhaps, the intention is to show reduction in government expenditure under the head `Pay and Allowances of the Finance Ministry'?
