Maharashtra to scrap 757 projects flouting ULCA norms

THE Maharashtra Government has decided to get tough with builders flouting the Urban Land Ceiling Act (ULCA). The Government has decided to scrap 757 housing projects promoted by private developers that have been violating the ULCA.
As a result, 522.78 hectares of land in the State would be available for redevelopment.
The Government has taken this step as the builders have not handed over apartments in lieu of land given for the housing projects, which is mandatory under the ULCA.
The Chief Minister, Mr Vilasrao Deshmukh, took the decision to crack the whip against the builders on Tuesday, according to a Government release.
The State Government has also decided to file criminal complaints and attach the properties of those builders violating the ULCA.
Till August 2005, the State Government had been handed over 13,731 apartments. The builders are yet to hand over 8,967 more apartments.
Welcoming the step, Mr Sunil Mantri, Vice-President of the Maharashtra Chamber of Housing Industry, said that the builders should follow the ULCA and comply with the rules of the Government.
"The Government will find it difficult the take back the land from the builders. There would be litigations, which would drag on for years. In fact we have asked for the scrapping of the ULCA itself, as the Governance does not have the machinery to implement it. Also, the process of land allocations is not transparent," he added.
