`Remove quality inspection norms'

K. R. Srivats

New Delhi , Sept. 29

THE Government should do away with the existing norm of mandatory quality inspection by the Rubber Board of natural rubber imports, the All India Rubber Industries Association (AIRIA) has said.

"I firmly believe that the Government should leave it to the importers to decide as to the quality they are looking for," Mr S. K. Sarkar, President, AIRIA, said at the 53rd annual general meeting of the association held here on Thursday.

He wanted the Government to remove the mandatory inspection norm as early as possible. "The compulsory inspection of imported natural rubber by the Rubber Board further aggravates the existing problem of the high cost of raw material inputs— cost-wise, time-wise and procedure wise," Mr Sarkar said.

The AIRIA President claimed that the quality inspection norm contravened the avowed policy of the Government.

"While all the other rubber raw materials imported are not subjected to any such inspection before the materials are released to the importers, the reason for such a restriction is really baffling. In an open market economy so strongly being advocated by the Government, in-sourcing and outsourcing of inputs with ease is one of the key factors," he said.

Mr Sarkar added that AIRIA was perturbed that the Commerce Ministry was looking at subsidising the exports of natural rubber from the country.

Meanwhile, the overall exports of the non-tyre sector rubber products for the year 2004-05 have been estimated at about Rs 1,475 crore (Rs 1,406 crore in 2003-04).
