Draft paper on infrastructure regulators soon

THE Planning Commission has said it was working on a draft paper on the regulatory framework in the infrastructure sectors, which would be finalised shortly.
The Planning Commission Deputy Chairman, Mr Montek Singh Ahluwalia, however, denied reports suggesting that the existing power sector regulators needed to resign for a strengthening of the system.
"We have certainly not taken any view, we have never held that view," Mr Ahluwalia told newspersons when asked whether the plan panel had suggested that Central and State power regulators should resign.
He said the Commission was preparing the draft paper on the regulatory mechanism on the directions of the Prime Minister, Dr Manmohan Singh.
Mr Ahluwalia said the Plan panel would bring out the draft paper shortly.
"At the moment we are looking at various issues. There are too many constraints in the infrastructure sector...just setting up a regulator will not be enough," he said.
The Commission would review the extant regulatory framework and look at the possibility of having a single regulator and appellate tribunals, he added.
