`Kerala taking steps to strengthen local govt bodies'

THE State Government is taking a series of measures to strengthen local government bodies in Kerala, said Mr Kutty Ahammed Kutty, Minister for Local Self-Government, Government of Kerala.

Speaking at the inauguration of a seminar on `A decade of decentralisation in Kerala: Issues, options and lessons' in the city today, he said that the State Government is launching a massive capacity building effort to train the newly elected members of the local self-government bodies in Kerala.

Similarly, the Government is also putting in place systems to improve the management, especially financial management, of local government bodies in the State. Also on the cards are measures to ensure better transparency and efficiency in the affairs of local government bodies in Kerala, he added.

In his special address to the conference's inaugural session, Mr A.R. Rather, Leader of the Opposition in the Jammu and Kashmir Assembly, said that if democracy is to become effective, institutions that reach out to all levels of society must be built. He also traced the various phases of the development of local self-government institutions in Jammu and Kashmir.
