Bills to amend FCRA, ECA to be introduced in winter session

THE Government plans to introduce Bills to amend the Forward Contract (Regulation) Act (FCRA) and Essential Commodities Act (ECA) in the winter session of Parliament.

However, it is yet to take a final call on whether or not to go for convergence of Forward Markets Commission (FMC) and the Securities and Exchange Board of India (SEBI), an issue to be addressed in the amendment to the FCRA.

"Only one issue of convergence of market regulators needs to be resolved as all other issues have already been resolved," said Mr Lalit Mansingh, Secretary of Department of Consumer Affairs, on the sidelines of a conference today.

The issue of convergence would also be solved soon, he added, refusing to indicate the possible outcome.

The proposed amendment to FCRA aims at providing greater autonomy to FMC, the commodity regulator. The Bill on revamping the ECA would also be introduced in the next session, which aims to facilitate inter-State trade in agricultural commodities.

"These two Bills will be introduced in the winter session," said Mr Mansingh.
