Accountancy Chartered accountants' body offers services to Kerala Govt Our Bureau
Thiruvananthapuram , Oct. 23 THE All Kerala Chartered Accountants' Association has presented the State Government with a list of services that chartered accountants can provide to improve the efficiency of various Government departments. The seven-point `charter of services' was presented to the Chief Minister, Mr Oommen Chandy, at a seminar organised by the association and the Thiruvananthapuram branch of The Institute of Chartered Accountants of India. Mr Chandy said on the occasion that the State Government would consider with all seriousness the list submitted by the organisation and will look at adopting them if possible. Chartered accountants and other professionals must play a major role in creating an environment for economic growth in the State, he added. Later, addressing a press conference, Mr Jose Pottokaran, President, All Kerala Chartered Accountants' Association, said the list of services that can be performed by chartered accountants is intended to add an element of professionalism to the activities of the State Government. For instance, chartered accountants can offer their financial and economic skills to support the State Government in its planning and budget preparation activities. This service is, in fact, one of the seven professional services listed in the `charter of services', he added. The `charter of services' also points out that chartered accountants can assist the government in computerising its accounting and auditing systems and can also train government employees in using such systems. Similarly, chartered accountants can also help the State Government and local self-government institutions move from the single entry system of accounting to the double entry system. For example, the New Delhi municipality has implemented the double entry accounting system with assistance from chartered accountants, said Mr Babu A. Kallivayalil, member of the Southern India Regional Council of the Institute of Chartered Accountants of India. Many public sector undertakings in the State have not finalised their accounts for several years and have also not had their accounts audited. The `charter of services' says that chartered accountants can help PSUs complete statutory accounting and auditing procedures. Improving the management of the cooperative sector is another point presented in the list. Chartered accountants can develop and implement accounting and auditing systems for the cooperative sector, said Mr K. Sankaranarayanan, Secretary, All Kerala Chartered Accountants' Association. The `charter of services' points out that chartered accountants can provide their services to streamline the financial systems of organisations such as the Kerala State Electricity Board. Chartered accountants, it says, can help the State Government improve standards of corporate governance in Kerala by serving on the audit committees of PSUs. Mr K. Suresh, Chairman, Thiruvananthapuram branch of the Institute of Chartered Accountants of India was also present at the press conference.
