Administrative reforms panel report by March

THE Second National Administrative Reforms Commission will submit report on four topics by March 2006.

Addressing the members of the Kanara Chamber of Commerce and Industry (KCCI) here on Monday, Mr Veerappa Moily, Chairman of the Second National Administrative Reforms Commission, said that the reports of the commission would help make the Indian administration world class.

The first four reports - to be submitted by March 2006 - will be on `Financial Systems pertaining to the National Rural Employment Guarantee Scheme', `Right to Information', `Public Order', and `Crisis and Disaster Management'.

The next batch of reports will be submitted by August 2006. He said that the rest of the reports would be submitted in a phased manner. In all, the Commission would submit a total of 13 reports.

The report on `Financial Systems pertaining to the National Rural Employment Scheme' will cover areas right from panchayats to the Central Government. This report will also focus on the component of e-governance. In this regard, Mr Moily said, he is interacting with Mr Sam Pitroda and E-Governance Foundation.

The report on `Public Order' will cover areas such as police, civil society and judiciary. The report on `Crisis and Disaster Management' will also look into issues related to terrorism, apart from disaster management.

Mr Moily claimed that if implemented, the reports of the commission will help bring down the rate of corruption by 50 per cent in a span of two years. This will help increase the GDP of the country by three per cent, he added.

The KCCI President, Mr A. Srinivasa Rao, welcomed the gathering.
